"As soon as (USDA) checks out our comments and implements any that they're interested in, then it'll be posted for...public comment," said the OMB official, who asked not to be named.
"Public comment periods are generally 90 days," the OMB official said, but added that the USDA could choose to make it a shorter period.
The OMB official said the USDA is expected to file the proposal, officially titled "Bovine Spongiform Encephalopathy: Minimal Risk Regions and Importation of Commodities" with the U.S. Federal Register as early as today.
USDA spokepersons were unavailable for comment.
One official with USDA's Animal and Plant Health Inspection Service, though, said the agency is preparing a briefing for media on the proposal as early as sometime this week.
The publication of the proposal will allow the process of collecting and analyzing public feedback on opening the border to begin, a necessary step before the USDA can craft a "final rule" actually allowing the Canadian cattle to be shipped to the U.S.
The USDA submitted the proposal to OMB on Oct. 1 for review. OMB could have taken up to 90 days to do the review.
The U.S. banned all Canadian beef and cattle in May when a case of bovine spongiform encephalopathy, or mad-cow disease, was discovered there. The USDA eased the ban on some boneless beef products on Aug. 8, but said it would not be able to do the same for live cattle until the department went through a full rule-making process. It is still unclear how long the entire process will take.
